A domain is a body of expert judgment that can be stated, taught, tested and reused. Four things have to be true before that is possible — and if one is missing, the honest answer is that a program is not the right purchase yet.

The same class of decision comes up often enough that getting it right repeatedly matters. A one-off strategic call is not a domain.

Someone reliably reads it better than the average, and the difference shows in outcomes rather than in seniority.

A misread costs money, trust, compliance standing or a customer. Without consequence there is nothing to qualify against.

The judgment can be put into realistic situations with a defensible better and worse answer. If it cannot be tested, it cannot be certified.
The usual objection is that expert judgment is too situational to write down. It is situational — which is exactly what a domain encodes. The standard does not say “always do this.” It says what to notice, what it means in this environment, and what changes when the conditions move.
That is why one domain covers seventeen environments rather than needing seventeen domains, and why a new environment extends the standard instead of replacing it.
